Abstract: The author, a city engineer, noticed that the city’s business culture tended to encourage behaviors that were frustrating to staff and could reflect poorly on the city’s reputation. He asked the staff to produce a list of preferred behaviors that would instead enhance the city’s reputation as a successful organization and to suggest how these behaviors could be encouraged.
