    Abstract: The geotechnical properties of ashes from coal‐burning utilities in Pennsylvania, Delaware, and New Jersey are investigated for use in a highway embankment for 1495 near Wilmington, Del. Mechanical and environmental data are obtained from laboratory tests, construction observations, and postconstruction exploration. Results are compared to published results for ashes from other sources. This information is represented in the context of fostering increased use of fly ashes in structural earthfills for buildings and highways. The measured drainage, strength, compressibility, and compaction characteristics are discussed with respect to predicting mechanical and environmental behavior. Example cross sections of zoned fills of granular soil and ash are discussed. Special attention is given to ashes that display a low compacted unit weight.
