description abstractPublic investment project (PIP) plays an important role in national economy in China. In order to improve the project management performance of PIP, the government is searching for a method to build a construction management supervision system. This paper introduces the background and the connotation of agent construction system (ACS), and analyzes the supervision mechanism of construction agent quality management under the two-stage agent mode, puts forward a quality self-control, and government cosupervision mechanism. It consists of a two-dimensional framework of vertical agent self-control and horizontal government cosupervision. For the purpose of better supervision, based on the mechanism, the article introduces rough set theory and questionnaire survey into the research; a quality evaluation model is established. The model builds an information decision table; a heuristic attribute reduction algorithm is applied to reduce the index and helps to get the supervision points. The regulatory authorities can use the evaluation results, and make quality control plan to ensure the effective PIP supervision.
