description abstract | With increased demand for public works projects, there is a need to focus attention on the efficient delivery of construction project services in the public sector, and in particular, on preconstruction aspects. This paper presents the findings of a study of preconstruction delays on municipal construction projects. Typical delays and their impacts on schedule performance are identified, and strategies for avoiding these delays are recommended. A rapidly growing city in the Sunbelt is the subject of analysis. For each preconstruction activity, causes of delays are described, quantified with respect to severity and frequency, and classified as either predictable or project‐specific. Strategies for delay minimization include modified sequencing of activities, systemization with forms and publications, establishment of procedures, needs for new or improved services/facilities, or needs for new policies. Similar, high‐growth cities are analyzed and common successful project management practices are listed. Overall recommendations are given for avoiding delays during the preconstruction phase. | |
