    Abstract: This paper discusses the problem of cities organizing to prepare for earthquakes. Design methods to provide buildings with greater resistance are described. Civil engineering recommendations included in the Mexico City Construction Code for seismic zones are listed. Effective methods of using the “traction test” are outlined.
