    Abstract: Construction cartels are often involved in giving away bribes and “coffee‐money” to the parties involved resulting in inflated construction costs. Construction cartels can be organized by: (1),The contractors; (2) material suppliers; and (3) engineers and architects. Construction cartels can be stopped or minimized by: (1);8taffing engineering agencies with adequate, dedicated, and well‐trained technical staffs; (2) effective project coordination and control; (3) instilling discipline within the parties concerned; and (4) eliminating a monopoly by creating more government technical agencies and suppliers.
