Abstract: A primary goal of the pavement management system is to identify the optimal treatment type and its timing to maximize investment returns. The remaining service interval (RSI) is a new terminology representing the time remaining until the need to perform a defined construction event. This approach predicts a structured sequence of maintenance programs based on life cycle cost (LCC) considerations, which, while providing the required functions, is economically optimal. The present paper developed a computer program called MRRIUT to facilitate using the RSI approach at a network-level pavement management system. A reliable and practical cost–benefit optimization approach has been implemented in the program. Performance models developed from the Long-Term Pavement Performance (LTPP) database were used to predict pavement performance over its design life. The developed tool allows organizations to make a more informed decision at the network level by choosing appropriate types and timing of construction events while providing users with a maximum service level.
