    Abstract: Public-private partnerships (PPPs) are critical for delivering infrastructure assets worldwide. They encompass a variety of public and private organizations, and therefore, participants’ behavior can significantly affect the life-cycle performance of projects. However, the extant literature shows a lack of attention to the process efficiency of PPPs from behavioral and economic perspectives. Thus, we developed a managerial framework in this study, which is pivotal to understanding and managing the relationships between participants’ behaviors and project process efficiency in PPPs. Using social network analysis, a total of two case studies of transport PPPs were undertaken to examine and refine the developed paradigm. This study expands the knowledge of the organizational management of PPPs and will be useful for enhancing project delivery through an improved management of participating organizations’ behaviors.
