    Abstract: International construction is a high-risk undertaking with multiple objectives and uncertainties. This study aims to clarify the complex relationships between the risks of international construction and the objectives of sustainable project performance. The scope of sustainable project performance includes the environment and health and safety in addition to the common project objectives of cost, time, and quality. A metanetwork modeling approach was adopted to analyze and evaluate the impact of each risk and its relationship with the project objectives, which were built using a case study and questionnaire data. The results indicate that despite the common impact of the increased material prices on the cost objective, the risk of environmental problems caused by contractors during the construction stage had the greatest impact on international construction. At the construction site, decision-makers or managers can clearly identify risk relationships and control the corresponding risks to the project objectives. This study identifies the relationships between the risks and the project objectives and can serve as a practical reference for managing international construction.
