    Abstract: Spatial decision support systems (SDSS) denotes computer‐based analytical systems for addressing management problems within domains having a spatial dimension. The allocation of land resources to specific land uses based on likely environmental impact is such a domain. The design of an applications development shell that provides tight coupling of geographic information systems (GIS) and reasoning through Bayesian analysis is described. An example from the domain of land planning is presented, and the use of the system in developing a predictive impact profile is discussed. The implementation of this system using modern compiler design and development technology is presented in a companion paper.
