    Analysis of Performance-Based Pavement Markings and Markers Contracts: Case Study from San Antonio

    Abstract: Performance-based specifications are becoming an increasingly popular method for delivery of transportation infrastructure assets including pavement markings and markers. However, in spite of their recent popularity, it is unclear how effective performance-based specifications are when compared with the traditional methods, such as unit-based contracts. This case study aims to bridge this gap by assessing the cost-effectiveness of the first performance-based contract for pavement markings and markers let by the Texas DOT (TxDOT) San Antonio District. The analysis is based on a comprehensive data set, which includes activity reports with installation quantities and man-hours, reimbursement and deduction reports, and condition assessment for a period of 5 years (from 26 to 211). The results show that the implementation of the contract did not provide the key benefits of performance-based contracting, such as financing, reduced costs, and the overall improvement in the condition of the managed network.
