Abstract: This paper develops an optimization model of budget needs for improving county paved roads in Wyoming. Both decision makers and county road engineers need to establish budget needs and allocate resources effectively. In this paper, a methodology is developed using available data to identify the best set of road maintenance projects that satisfies the objectives of the engineers or decision makers. The factors included in establishing budgets were pavement serviceability index of each roadway segment, functional classification of county paved roads, treatment cost, and cost factor associated with treatment types. The developed methodology utilized linear integer programming to identify the best set of road maintenance projects. The findings will help law makers in making funding decisions to preserve the local pavement network.
