    Abstract: Public-private partnerships (PPPs) have been encouraged to facilitate the development of public rental housing (PRH) projects in China since 215. The desire for a more efficient and effective PRH delivery by PPPs increases the importance of the research into improving operation performance (OP). Based on an extensive literature review, this study proposed a conceptual indicator system consisting of four OP indicator packages and 23 OP indicators from the perspective of stakeholders’ satisfaction. Moreover, a structured questionnaire survey was conducted to investigate different stakeholders’ perceptions of the relative significance of individual indicators and their relationships. The survey results showed that 21 indicators were important. Furthermore, a confirmatory factor analysis (CFA) was conducted to examine the hypothetical relationships among indicators, indicator packages, and OP. The analysis results indicated that housing allocation and recycling efficiency, project spatial distribution, living environment, and financial status of the project significantly contributed to the OP of PRH projects in PPPs. According to the results of the CFA and structural equation modeling (SEM) path analysis, this study proposed the pathways to improve the OP of PRH project delivery by PPPs. Last, this study identified seven key operation performance indicators (KOPIs) through the cross analysis of mean values in the survey and factor loadings in the CFA of all 21 indicators. The indicators, indicator packages, OP, and their relationships can be further used to measure the OP and establish a pathway to improvement in the OP of PRH delivery by PPPs in China or in other countries and achieve the sustainable development of PRH projects.
