    Framework for Evaluating Bids of Construction Contractors

    Abstract: Bid evaluation is one of the major challenges that face owners and consultants in both the public and private sectors in selecting the best construction contractor. Selecting the best one requires a sophisticated knowledge and experience to ensure that the contractor is technically and financially capable to accomplish the project on time, within budget, and as specified. In this paper, a framework for evaluating bids of construction contractors in Saudi Arabia is developed. The framework is developed for lump contracts using postqualification of contractors. The framework includes identifying the factors involved in bid evaluation, the impacts and weights of these factors, and the factor's score. Also, the procedure for evaluating contractors bids is discussed using an example.
