| description abstract | This paper presents the guidelines for using the design/build prequalification system (DBPS) model in the public sector. The DBPS provides a framework for a public sector owner's representative to review and determine appropriate prequalification criteria for use in evaluating potential design/build project teams. It allows that representative to maintain a consistent evaluation process from initial request for proposal preparation through actual prequalification selection. The DBPS model is presented as an information framework. It consists of six categories of criteria for a proposed project team: economic, political, technological, corporate policy, labor/personnel, and legal. Results of testing the model in the public sector are discussed. Guidelines for the model's use in the public sector are provided to encourage its implementation. A discussion of possible exceptions to the scoring system is presented. Finally, an outline of the evaluation categories are presented and the methodology for applying this is discussed with examples. | |
