    Abstract: This research contributes to the theoretical basis for design of integrated planning information systems. The research provides a framework for integrating relevant knowledge, theory, methods, and technology. The requirements for a conceptual system design were developed in a previous paper. The research reported here consists of a prototyping exercise undertaken as a design strategy. This prototype integrates design theory, expert methodology, and current information processing technology. It is constructed to test the feasibility of our theoretical prescriptions for integrated planning information systems, and to bridge the gap between research and applications testing. This Disaster Policy Analysis System prototype evaluates the costs and benefits of Los Angeles earthquake damage mitigation strategies. Net effects are reported across economic and geographic (political) dimensions. The exercise applies the findings put forth in our previous work, and reveals extensions we hope will form the basis of integrated planning information systems.
