    Freeway Surveillance and Control System Using Simulation Model

    Abstract: This paper evaluates the current freeway surveillance and control system (FSCS) installed along 80 km (50 mi) of the Keelung‐Yangmei section of the Taiwan Freeway. The developed evaluation strategy uses the FREQ8PE simulation model to evaluate the cost‐effectiveness of the FSCS. A 16.25‐km (10.1‐mi) freeway section is selected for the simulation case study. The freeway in this section has many interchanges. It serves not only the traffic between cities but also the urban traffic within the cities. The resulting system benefit‐cost ratio of 2.69 indicates that system's benefits from travel‐time reduction, lower vehicle fuel consumption, and incident‐severity reduction greatly exceed the system's costs.
