    Abstract: Headwater flooding, flooding from a small drainage area affecting only a few structures, has generally been ignored in estimating national flood losses. A technique is developed for estimating these losses with an estimate of $324 million per year (1977) obtained. Examples of headwater flooding are identified and described. Study procedures, including detailed office procedures and detailed field procedures, are outlined.
