Abstract

Improving the quality of life of South Africa's urban people is not just a matter of providing land, housing, engineering services, and facilities at a hitherto unprecedented rate, but the provision of these by new and improved processes. Currently available resources are a severe constraint. Although so many of the peoples' expectations relate to engineering services, engineers will only be able to contribute if they can combine technical soundness with sociopolitical sensitivity.
