    Early Planning and Decisions on the Southeast Corridor Project

    Abstract: Decisions deemed to have had a telling effect on the progress of a transportation project in the Denver region are discussed, with particular attention given to decisions concerning design/build elements, the allocation of risk, the levels of design incorporated into the request for proposals, and the organization of the project team. It is noted that the selection of the design/builder was facilitated through the development of a matrix for apportioning risk between the owner and the contractor. The importance of carefully developing the contract language and of determining the technical requirements that the design/builder must meet is stressed. The reasons for separating certain parts of the project from the overall design/build contract are given.
