    Abstract: Complete reconstruction of an urban expressway while maintaining traffic flow requires careful planning to develop traffic control measures. To minimize inconvenience to motorists while providing efficient contractor operation, the construction was done in stages. While interstate facility widening and overlaying have become common, the complete tear‐out‐and‐rebuild concept is new and requires different traffic control techniques. The purpose of this paper is to describe the methods that were used during this reconstruction project.
