Abstract: Deficient building control currently affects urban areas, especially metropolitan cities in developing countries. Lahore is a provincial capital and the second-largest metropolitan city in Pakistan. Laws which pertain to planning permission have mostly been adopted and do not reflect local societal behavior and enforcement spirit. Key violations in building control of the city are nonapproval of building plans, coverage of mandatory spaces, no or deficient parking provision, and coverage of setback area. Possible causes of these violations are lack of awareness, ignorance of building regulations, financial profitability, shortage of space, stringent building regulations, and so on. This paper identifies core causes of noncompliance with building regulations and their relative impacts by using correlation analysis and (regression) beta coefficient.
