Decision Support System for Managing Infrastructure Telecommunications Projects

Abstract

A system was developed by the Near-East Telecommunication Installation Company to help in the management of telecommunication construction works. It is called Computer-Aided Management Platform for Telecommunication Infrastructure Projects. The major infrastructure telecommunication project at hand was the Public Switched Telephone Network, which aimed at the rehabilitation, upgrading, and expansion of the existing telephone networks. The paper describes the components of the developed system—its data base, model base, and user interface. The overall role the system played in improving the decision-making process throughout the organization is also described. Finally, the advantages of the system's implementation are clearly stated, particularly to the prework, work management, and financial phases of the project.
