Abstract: Organization effectiveness is defined in the context of engineering and research organizations, and different approaches for determining organization effectiveness are presented. Metrics of organization effectiveness that include process, result, and strategic indicators to comprehensively focus on this issue are formulated. A questionnaire to define organization effectiveness elements for each one of these categories is developed and administered to a group of engineers and scientists. Questionnaire results are analyzed and presented. A conceptual framework that takes into account multiple objectives, preferences, and value trade-offs is suggested for identifying those items that may be crucial for organization effectiveness. Uses and integration of information technology are expected to have profound effects on engineering and research organizations, and their effectiveness. An analysis of potential improvements, effects, or impacts of the cyberfuture on engineering and research organizations is presented. Much of this information can provide a framework for developing organization-specific metrics of organization effectiveness.
