| description abstract | Meteorological services are expected to function as forecasting agencies, but much of the existing data collection network appears to exist in order to provide a data base for scientific studies. A better definition of the goals of a meteorological service should result in greater management and administrative efficiency, and we offer suggestions as to the means of achieving this within a systems analytic framework. | |
