Abstract: The concept of a sealed, limp balloon filled with steam and floating in stable equilibrium in the atmosphere of the planet Venus is introduced and analyzed. The stable altitude is shown to be 41.5 km where the temperature is 405 K and the pressure is 2.82 ? 105 Pa. The net lift available to support the payload after allowing for the weight of an aluminum envelope of one cubic meter volume is 1.15 kg. The stable altitude may be increased by the addition of methanol or ammonia.
