Abstract: Brevard County created one of the first stormwater utility programs in Florida in 1990. As a pioneering utility, there were no examples to follow to determine the functions and policies for a stormwater utility. Many lessons were learned in the political arena as well as in the new field of retrofitting existing development with new types of stormwater treatment systems. Since that time over 210 retrofit projects have been constructed at a cost of over $14,000,000. This paper will discuss some of the types of projects implemented and the lessons learned.
