    Abstract: A physical habitat versus streamflow function can be treated as a surrogate for an economic production function. Using the function and a time series of streamflows, a time series of physical habitats can be generated. This physical habitat time series can then be used to evaluate a water project or a water management action. An example of the type of evaluation is the determination of minimum project streamflows.
