description abstractThe purpose of this paper is to open some eyes to the way infrastructure research has traditionally been conducted and how the methodology must change for the future. It stresses the fact that things are changing. Business is no longer conducted as it was in the past. Organizations can no longer survive by conducting business as usual. In the area of infrastructure research, projects are done piecemeal. There is virtually no critical mass of research. Programs are not organized and managed. This paper, after describing the traditional approach to infrastructure research, suggests that an integrated systems approach be taken toward it. Project management techniques for research management are proposed. A prototype system is suggested.
