The 1979 conference is summarized and assessed in detail. Engineers, employers, and educators may find the changes, problems, and opportunities in civil engineering education of interest and concern. The 1979 conference was concerned with basic programs; professional development including post‐baccalaureate programs, courses, and teaching methods; and the universality of a civil engineering education.
