description abstractWith the changing external environment, infrastructure construction projects are facing extreme disasters with increasing frequency. To effectively prevent, respond to, and adapt to extreme disaster risks and achieve success in infrastructure construction projects, it has become an industry consensus to improve emergency resilience. From a multidisciplinary perspective, with emergency management and resilience as the basic theoretical support, this study constructs an emergency resilience evaluation indicator system for infrastructure construction projects under extreme disasters based on the pressure state response adaptation model. The analytic hierarchy process and fuzzy comprehensive evaluation method were used to link qualitative and quantitative analysis, and an evaluation approach was proposed for emergency resilience of infrastructure construction projects under extreme disasters. Moreover, the emergency resilience evaluation approach was validated using a mega railroad construction project in China. The evaluation results can provide a targeted reference for improving the emergency resilience of infrastructure construction projects and reducing the risk of extreme disasters. Based on the perspective of the whole process emergency management, this study comprehensively evaluates the emergency management level of construction enterprises by analyzing the system’s pressure resilience, state resilience, response resilience, and adaptive resilience, so as to guide construction enterprises to formulate a more scientific and reasonable risk management strategy. This evaluation method promotes the transformation of emergency management from reactive response to proactive prevention and realizes the refinement and intelligent upgrade of emergency management. Moreover, the evaluation method is able to reveal potential safety hazards and weaknesses in the construction process, constituting a strong data support and decision-making basis. Construction enterprises can develop targeted improvement measures based on the evaluation results to improve the level of emergency management. The evaluation results can also provide a strong regulatory basis for the government and relevant regulatory authorities; further, the government can formulate more reasonable regulatory measures and enforcement standards to ensure safety and reliability in the construction process.
