description abstractUrban land-use planning in Injibara town, Ethiopia, faces significant challenges in implementation, particularly regarding detaches between rezoning procedures and the actual needs of residents. This study investigates these challenges to better understand the stakeholders’ perspectives. The primary objective of this study is to examine the rezoning procedures from the viewpoint of various stakeholders in Injibara town. The study aims to identify the key initiators of rezoning and assess the effectiveness of current practices in addressing community needs. The study employs a purposive sampling technique, utilizing both qualitative and quantitative research designs. Data were collected through surveys administered to 388 respondents and semistructured interviews with six key informants, focusing on concerned professionals in urban planning. The findings reveal that a significant majority of residents (61.21%) are unaware of who initiates the rezoning process. Additionally, the study identifies that the existing rezoning practices lack articulated policies, strategies, and regulations, resulting in lengthy and cumbersome procedures that hinder effective urban land-use planning. This research describes the necessity of improving the transparency and inclusivity of rezoning procedures in Injibara town. The study provides valuable insights and recommendations for policymakers to enhance future rezoning practices, ultimately contributing to more effective urban development and community engagement.
