Abstract: Despite the awareness that effective risk management for megaprojects requires stronger interorganizational collaboration than individual efforts, there is still a lack of a systematic understanding and an integrated methodology for risk collaborative management (RCM). Considering the risk propagation among participating organizations in megaprojects, this study proposes an RCM framework that integrates risk identification, analysis, and response through a metanetwork analysis (MNA) approach. The metanetwork containing organization (O), risk (R) entities and their relationships, as well as three subnetworks (OO, RR, OR), were established to model the interorganizational risks. MNA measures were generated to identify key organizations and risk pairs for developing RCM strategies and to provide feedback on the RCM effects. This framework was validated and demonstrated in the case of Beijing Daxing International Airport. Optimization results reflected in the improvements of three performance MNA measures—the Risk Organizational Congruence increased by 19.82%, while the Risk Propagation Degree and Efficiency decreased by 52.40% and 32.68%, respectively. Overall, the proposed RCM framework extends the existing literature on RCM by integrating risk management processes and considering the interorganizational risk transmission directions, contributing to the optimization of the RCM resources of the participating organizations and the minimization of risk propagation. It also provides decision makers and implementers of megaprojects with a systematic interorganizational perspective and operational toolkit on risk management.
