description abstractThe recent increase in the frequency and severity of disasters is adversely affecting transportation infrastructure systems and has far-reaching consequences, because disruptions to the services these systems provide create significant societal, economic, and financial losses. The current literature offers a large number of studies on transportation infrastructure resilience; however, it rarely provides construction and management–oriented dimensions and measurement models. This study aims to fill that knowledge gap and develop a model that will depict the impact of the dimensions on an infrastructure’s resilience. To accomplish this, a survey was designed that was accompanied by a thorough literature study. A total of 92 complete and significant responses were received and analyzed. An exploratory factor analysis (EFA) was utilized to identify the components, and structural equation modeling (SEM) was used to develop the model. The model identified the significant impacts of integrated assets on transportation infrastructures networks. Without prior expertise in reconstruction work, managing integrated assets is extremely difficult, and this lack of experience makes it challenging to manage emergency resources effectively. Also, when damaged, integrated assets have the potential to retard restoration and create conflict among stakeholders. However, to reduce the impact of a railroad crossing or utility line break or emergency repairs on roadway operations, it is necessary to invest in locating integrated assets away from roadways. The availability of emergency response equipment is also an important factor in measuring a network’s resilience because it can minimize the damage and accelerate the recovery process despite limited resources. The outcomes of this study will aid decision makers and practitioners in funding and investing effective projects to enhance resilience. They will also help practitioners prioritize the most impactful components of resilience and develop effective management strategies.
