description abstractA simple two-layer model of atmospheric flow over a rough surface is used to compare the Jeffreys drag mechanism with shear flow instability. Both function as sources of internal gravity waves, but the analysis indicates that the Jeffreys drag mechanism is the more effective source of long-wavelength disturbances.
