description abstractConsolidation of transportation services for the Elderly and Handicapped (E & H) is an innovative, beneficial, and viable management alternative for eliminating duplication of services and waste of resources. Institutional funding constraints, indifferent attitudes of the participating agencies, and unfavorable political climates are major barriers against coordination and consolidation. These barriers can be overcome by the cooperative and concerted effort of all concerned. At a regional level, partial consolidation may be the first step prior to an ultimate full consolidation.
