description abstractPresent speed control governors for hydroelectric installations employ constant gain settings. This paper develops appropriate gain functions of load level for optimal (deadbeat sense) transient response throughout the operating range. The results coincide with the Paynter numbers for the special case of best efficiency operation and consider the null conduit and reverse blading effects as additional special cases.
