description abstractMany project owners do not understand the importance of resource management, which begins with the conceptual and planning phases of a construction project. Therefore, many projects do not have adequate budgets to perform this vital function. The necessity of properly budgeting for a project, an explanation of resource management, and the economic benefits that would accrue to the project are addressed. A program must be developed and implemented to educate all major participants of the design and construction process so that they are aware of the advantages of adequate resource management.
