description abstractThe constituents of any effective plan for disaster preparedness and response are discussed. The responses of disaster organizations to the earthquakes that struck Greece and Turkey in 1999 are then assessed on the basis of a survey conducted among members of the public. The shortcomings revealed are analyzed. Leadership qualities and an ability to make rapid decisions on the ground are seen as vital to success.
