description abstractAnalysis of the effect upon R-meter measurements of radar center-frequency instabilities indicates that significant errors in measured velocity spread can arise. In the case of a radar with pulse width of 10?6 sec, a velocity spread of 8 m sec?1 is incorrectly indicated by the R-meter when the radar center frequency is varied over a 5-MHz band at a 100-Hz rate. Confirmation of the analysis was obtained by using an X-band pulse Doppler radar to observe snowfall directly overhead during a calm period of sustained steady snowfall; the R-meter output was recorded while the radar center frequency was deviated by known amounts at known rates.
