Determination of Charge Levels for Solid-Waste Generator-Pay Systems

Abstract

Many North American municipalities are considering the introduction of a generator-pay system for municipal solid-waste–management services. In this technical note, a methodology is developed for the determination of charge levels for the provision of such services. To ensure financial feasibility, generator-pay charges for solid-waste–management systems should include a component for both direct and indirect costs. The developed methodology is applied to a hypothetical North American municipality.
