| description abstract | San Francisco has enacted a comprehensive series of zoning and planning measures that results in one of the most stringent office-growth control programs in the nation. These measures have been adopted by a combination of legislation and public referendum over the preceding 10 years. The base legislation for these growth measures in San Francisco is the 1985 “Downtown Plan.” In addition, various other requirements including child-care availability, open space, transportation and employment assistance, aesthetics and public artworks make a dialogue with various agencies essential for developers. The effect of these diverse measures on the improvement of the situation in downtown San Francisco is reviewed briefly. | |
